Balmoral is a thriving and caring community of people committed to maintaining their independence. The residents generate their own social, sporting and community activities. Well supported committees and individuals are continually developing new ideas whether it is a jazz night or organizing support for a local charity; the social life of the village is a moving picture that caters for a diverse and active population.

One of Balmoral's many faclilities is its dedicated and fully equipped woodwork studio. It is very popular with all residents welcome to join. Some remarkable residents, led by Bruce Pennicott, have volunteered their time to build essential wooden therapy equipment for children at Cerebral Palsy Education Centre (CPEC) which was recognised on Channel 9 News. Our activities coordinator is in charge of FUN and is available, with boundless energy, to assist residents in pursuing their particular interests.

By pooling their resources through a modest weekly maintenance charge the residents at Balmoral pass most daily housekeeping to the management team and maximise their enjoyment of the services and facilities.

The maintenance charge covers:

  • Full time village staff 
  • Emergency call system 
  • Free village bus service 
  • Preventative maintenance 
  • Gardening & lawn mowing 
  • Building and Public Liability Insurance 
  • Payment of council and water rates 
  • The Village Club facilities
  • The Bowling Green
  • Street & security lighting
  • Maintenance of appliances included in the unit i.e. stove, heater, hot water system.
  • Operating costs of the village facilities including the Club, bus, motor vehicles, swimming pool, library, bowling green etc.
  • Contribution to a general reserve (and the Owner matches the residents’ contribution)

And on a user pays basis further services are available as follows:

  • Dining room 
  • Doctor's surgery 
  • Hairdressing 
  • Podiatrist 
  • Cleaning 
  • Laundry 

The village staff are on hand to assist residents when required. For example home help, meals or nursing care can be arranged on your behalf. Staff may assist in sourcing free or subsidised services through the City of Knox and other agencies for those residents who qualify. Residents may request their mail to be redirected to the office whilst away on holiday or ask the Manager to keep an eye on their unit. The Manager and her staff are at your service to make life at Balmoral Village an easy going and enjoyable experience. 

The maintenance charge is payable two weeks in advance and may be adjusted each year in consultation with the Residents' Committee and in accordance with the Retirement Villages Act. The operating budget for the village is presented each year for discussion and approval by the Residents' Committee and then tabled at the Annual General Meeting of Residents.

Eligible pensioners receive a rate rebate as allowed by Knox Council and South East Water.

John Kaye (Manager) 

John became Manager of Balmoral in 1999. Previously John spent 15 years as business manager for two large and well known private schools following senior jobs in commerce and a period as an auditor in a professional accounting firm. He has a Diploma of Business and is a Certified Practicing Accountant.

John brings his 30 years of administrative and financial experience to Balmoral as well as a warm and caring approach towards both prospective and current residents and a strong commitment to the success of the village.

Kitty O'Connor (Deputy Manager)

Kitty joined the team at Balmoral in 1989. Kitty provides reliable secretarial, administrative and accounting support to the Manager and other staff members. Residents have the comfort of knowing that, in the absence of the Manager, there is someone well equipped to step into the breach.

Residents know that Kitty has an in depth knowledge of every aspect of village life.

Jill Phillips (Activities)

 

Jill was appointed Balmoral’s Activities Coordinator in 2011. Previously Jill and her husband owned a scuba diving business for 28 years. During that time she lived in the Scoresby area, and remembers seeing Balmoral being built as she went for walks down nearby George Street. Jill has excellent administrative and interpersonal skills that are a great asset in nurturing the social life of the village.
